39 The eight policy-based finance institutions are the National Life Finance Corporation, the Agriculture, Forestry and Fisheries Finance Corporation, the Japan Finance Corporation for Small and Medium Enterprise, the Japan Finance Corporation for Municipal Enterprises, the Okinawa Development Finance Corporation, Japan Bank for International Cooperation, Development Bank of Japan, and the Shoko Chukin Bank.
