36 Households earning annual income less than 2 million yen among the total of households accounted for approximately 19% in Comprehensive Survey of Living Condition of the People on Health and Welfare of 2004, and in contrast to this, according to National Survey of Family Income and Expenditure of 2004, these households accounted for approximately 3% of "households of two or more members" and for approximately 10% of "total households."
