28 The term of "vocational education and training" used here, in addition to what is implemented by public vocational capability building organizations, is also divided into two types, i.e., one as "education and training" contributing to the enhancement of workers' vocational skill development in general, including all that is implemented in universities, junior colleges, special training schools and various kinds of schools, and the other as "education" based on the School Education Law; it has been used as a term with a concept that includes "vocational training" meaning the development and enhancement of capability as a worker by acquiring skills and related knowledge necessary for workers.
