31 A practice that leads employees to climb a ladder of in-house ratings including grades and qualifications in accordance with age, years of services and performance assessment is called "rank hierarchy." The practice allows employees to get greater pay by climbing such ladder, and is expected to give employees incentives to view in-house technologies and cooperation as important.
