41 According to a survey performed by the Works Institute, the forecasted number of new graduates to be hired (in terms of job offers) in the spring 2006 graduation season by companies, including small and medium enterprises and minute enterprises, should rise dramatically to as many as about 700,000, the same level as in 1989 during the bubble era.
