19 Here the assumed growth of medical expenses for the elderly was established with reference to Estimates of Future Social Welfare Benefits and Burdens (May 2004), the Ministry of Health, Labour and Welfare, which made its estimate assuming that "growth in per-capita medical expenses for the elderly will be 3.2%."
