37 Strictly, the target areas for incorporated administrative agencies are deemed to be "administration and projects for which reliable implementation is necessary from the perspective of public well-being including stability of the daily lives of the citizens and society and the economy, etc., but which it is not necessary for the central government to take the lead in directly implementing and if implementation is left to a private sector entity there is a concern that it will not necessarily be implemented or it is necessary to get one entity to monopolistically carry it out."
