10 The "Basic Policies for Economic and Fiscal Management and Structural Reform 2004" (so-called "Basic Policies 2004") states that in order to achieve sound public finances, including a surplus in the primary balance, (snip) central and local government will work in concert to control overall government expenditure and thereby curb increases in the size of government by, for example, maintaining the targeted potential national contribution ratio at about 50%.
