68 These are called core principles. "Transparency" includes disclosure of ordinances and decisions, etc. related to trade and competition policies and submission to the WTO of reports on enforcement activities by the government. "Principles of non-discrimination" refers to the principle of national treatment (giving others the same treatment as one's nationals) and the principle of most-favored nation treatment (treating all trading partners equally). "Procedural fairness" stands for adopting uniform and fair methods in applying ordinances, judgment and decisions and implementing swift investigations on administrative measures. Deliberations are being held on issues such as where the core principles should be positioned in multifaceted agreements on competition policies, how detailed regulations are necessary, and to what extent exceptions can be tolerated, etc. Further advancement of negotiations is desirable.
