65 The international trends in recent competition laws are: 1） toughening of measures against hardcore cartels and introduction of leniency systems (systems that exempt from punitive measures for entrepreneurs which voluntarily report to competition authorities cartels and other violations by their own companies) and 2） spread of regulations on competitive inhibition through mergers and expansion of merger screening systems.
