23 Nikkei Research Institute indicators study 16 items such as the existence of information disclosure as an indicator of transparency, 19 items including the introduction of policy evaluation systems and corporate-style accounting as indicators of efficiency and revitalization, 10 items such as the existence of public comments as an indicator of residents' participation, and 14 items including the existence of one-stop services as an indicator of convenience. These indicators are consolidated and the deviation is calculated for each local government.
