21 According the Collection of References on the Status of PFI, Cabinet Office (2004), as of 31 March 2004, 58% of PFI projects followed the Build-Transfer-Operate (BTO) method, 28% used the Build-Operate-Transfer (BOT) method, and 6% employed the Build-Own-Operate (BOO) method. In the BTO method, private businesses transfer ownership of the facility to the public after the facility is built and are responsible for maintaining and operating the facility until the completion of the project. With the BOT method, private businesses build, own, maintain and operate the facility throughout the duration of the project, and transfer ownership of the facility to the public upon completion of the project. The BOO method is one in which private businesses build and own facilities, maintain and operate it throughout the duration of the project, and dismantle and remove the facility upon completion of the project.
