19 According to the results of a questionnaire by the Ministry of Internal Affairs and Communications (Ministry of Internal Affairs and Communications (2002)), the results of policy evaluation have been used in creating and managing the status of progress of comprehensive plans as well as budget requests of each municipality. They have had effects such as "established a cycle of planning, implementation and evaluation" and "enhanced awareness of emphasizing result and accountability." However, it has been pointed out that it is necessary to further consider the mechanism and efforts in the future regarding methods of using policy evaluation.
