9 The employment rate is the number of workers divided by the total number of workers and unemployed job seekers, while the unemployment rate is the number of unemployed persons (unemployed persons who want to work and have sought work) divided by the labor population. Both are assumed to be almost inverse concepts, but the difference is that unemployed persons in the former refers to those whose usual state is not working and include those who are temporarily working, while unemployed persons in the latter refers to those who want to work and have sought work, but did not actually work at all during the study.
