25 Among the 37 cases in which legal action pursuant to the Antimonopoly Act (recommendations) was implemented in FY2002, 30 cases involved bid-rigging. A new law was enacted in January 2003 with the objective of preventing collusive bidding at the initiative of government agencies in particular, and it has become possible to demand from the head of each government ministry and agency to take necessary measures in the event that the Fair Trade Commission has confirmed involvement of government officials in bid-rigging.
