8 Genda and Kondo (2003), using the Labour Force Survey and the Special Survey of the Labour Force Survey, analyze reasons that unemployed cannot find work, and states that the increase in unemployment in the latter half of the 1990s is characterized by people not finding a job in a preferable area of employment. It is pointed out that people not finding work that they wish to do reflects a lack of demand as well as mismatch in the sense that the work available does not befit people's wishes. This phenomenon is thus the result of both a lack of demand and mismatch.
