(92) However, there are people who call for prudent approaches to the problem of asking full-time homemakers, or wives of salaried workers, to contribute to the national pension plan for the following reasons; (1) The principle of contribution in accordance to the ability to pay and benefits in accordance to need is also at work in medical insurance and other systems. (2) If the monthly income of a single-income household and a double-income household is the same, the pension each household receives is in the same amount. Therefore, the current system is not unfair. (3) The current system is complementing the short period of premium contribution by women due to the difficulty of resuming full-time work after stopping work for child-bearing and nursing.
