(79) As one of the options to eliminate the negative effects of the current benefit-level maintenance system requiring the revision of the system every time a fiscal recalculation is made every five years, the "Direction and Points of Contention concerning Pension Revision," Ministry of Health, Labour and Welfare, proposes establishing a law to set the ultimate level of insurance premium and to basically limit contributions within that scope, and introducing a system incorporating a mechanism to adjust benefit levels automatically in accordance with social and economic situations, including declining birthrate (premium-level maintenance system).
