(59) The voucher system is a system under which government, when providing goods and services to the public, issues vouchers (coupons, tickets, etc. that have monetary value), instead of goods and services in kind, so that the people can have some degree of freedom in choosing goods and services. The idea behind this is that the people can enjoy goods and services that meet their needs and tastes under a voucher system.
