(58) Private Finance Initiative (PFI) is a concept aimed at providing public services efficiently and effectively by utilizing private sector funding and know-how for planning, construction, maintenance and management of public facilities. PFI was first introduced in the U.K. in 1992. Japan enforced the PFI Law in July 1999.
