(33) If some creditors' rejection of a reconstruction plan for an enterprise does seriously affect the plan, the enterprise may adopt the plan and hold special negotiations with these creditors under procedures for arbitration over particular debts. According to the procedures based on the special arbitration law (the law regarding special arbitration for promotion of coordination over particular debts), a debtor may identify creditors for special negotiations and coordinate interests with the particular creditors under court arbitration.
