(58) Given the current severe economic situation, it is important for Japan to promptly link R&D achievements to the creation and improvement of products and services in order to reinvigorate the economy and create jobs. In this respect, the "Policy for Fiscal 2003 Science and Technology Spending and Allocation of Human and Other Resources" (as adopted at the Council for Science and Technology Policy on June 19, 2002) calls for industry-academia-government cooperation in promoting certain R&D projects (R&D projects for economic vitalization) for technologies that could be commercialized within relatively short periods of time, and for basic ideas that can be expected to develop in the future.
