(46) We must note that R&D spending in other major countries includes a fairly large amount of defense-related R&D spending. Reflecting this, government shares of R&D spending in other major countries have followed a downward trend in response to the end of the Cold War. Over the recent years, Japan' s science and technology outlays have been rising faster than other outlays in the national budget, which is reflected in the rise in the ratio of R&D spending to GDP.
