49 Under the promotion plan of decentralization, the national government has been trying to use legal unit costs instead of the present ordinance-set adjustment coefficients for calculation of the standard financial demand, and to abolish or consolidate adjustment coefficients in order to simplify calculations. In this process, the government is reviewing the gradation adjustment (adjustment of local allocation tax according to local government sizes).
