37 From 1970 to the latest reporting year (1999), the benefit-contribution ratio increased substantially from 1.53 to 2.38 for those aged 60 or over. In contrast, the ratio declined from 0.91 to 0.60 for those in their 50s, from 0.94 to 0.76 for those in their 40s, from 1.02 to 0.77 for those in their 30s and from 1.33 to 0.86 for those in their 20s. Net contributions for the younger have thus expanded.
