36 Japan's total fertility rate had exceeded the level for maintaining population (stationary reproduction rate) amid the second baby boom since the latter half of the 1960s. Since 1974, however, the total fertility rate has persistently remained below the stationary reproduction rate and the gap has expanded gradually.
