21 Although no firm definition is established for the scope of social infrastructure, the Economic Planning Agency's Planning Bureau (1998) focused on business undertakers and specified social infrastructure as public fixed capital of central and local governments and public corporations on an SNA public fixed capital formation basis. Hereinafter, tangible fixed assets out of public fixed capital formed by the public sector are called social infrastructure.
