31 Under the tax cut that has been in place since July 2001, a new tax rate of 10% is applied to up to 6,000 dollars (12,000 for a couple) of taxable income, retroactive to January 2001. Up to 300 dollars per capita (600 dollars for a couple) of the retroactive portion of taxes was refunded by check in September 2001.
