13 By industry, the service industry, mainly information-related service and welfare-related service, contributed to the increase, while employment in the manufacturing industry, the construction industry, and wholesale/retail industry remained weak. This can be attributed to the fact that the latest economic recovery was led by IT-related demand, in addition to the fact that the Japanese economy is heading for a services-based economy in the long run.
