Note 1-76

(76) The Bank of Japan at its Monetary Policy Meeting in February 1999 decided to "The Bank of Japan will provide more ample funds and encourage the uncollateralized overnight call rate to move as low as possible." In April, the BOJ governor announced that the central bank would keep the uncollateralized overnight call rate at virtually zero percent "until deflationary concerns are dispelled." In August 2000, however, the "zero interest-rate policy" was lifted.
