50 Here are specific examples. In FY 2000, Tokyo and Osaka decided to introduce a similar size-based tax on banks. For the Tokyo metropolitan government, which receives no local allocation tax, revenues from the new tax (estimated at more than ¥100 billion a year) are all counted as additional financial resources. For the Osaka prefectural government that receives local allocation tax, however, the revenue increase is limited to only 20% of the new tax revenues (estimated at ¥37 billion a year).
