17 Freeters mean male graduates and unmarried female graduates aged 15-34 years who fall in either of the following categories: (1) among employees, those referred to as "part-time worker" or "casual worker" at the workplace and (2) among those who are currently jobless, those who, neither undertaking household work nor going to school, want to work as "part-time or casual worker".
