(57) The Japanese-version Bayh-Dole system, based on Article 30 of the special law for revitalization of industry as put into force in October 1999, allows researchers to acquire rights to achievements under government-funded research programs. The United States has successfully transferred technologies from universities to industry and created venture businesses by allowing universities and private companies to acquire patents emerging from government-funded research programs. Japan now limits the system to some government agencies. Within FY2002, however, the system will be expanded to cover all research programs as sponsored by government agencies in principle.
