19 According to the Family Savings Survey, Ministry of Public Management, Home Affairs, Posts and Telecommunications, the proportion of households having housing/land loans to total households stood at 35.8% in FY 2000 and the proportion of net debts held by such households to their annual income stood at 46.8%.
